Quinn Signs Capital Construction Bill

Gov. Pat Quinn has approved an approximately $1 billion capital construction spending plan intended to repair Illinois roads and bridges.

The Chicago Democrat signed the bipartisan measure Tuesday. It also provides lawmakers with opportunities for ribbon-cutting ceremonies in an election year. But some legislators were concerned the plan didn’t offer details when the Legislature approved it.

Department of Transportation officials say the program will fund about 200 projects that could start this summer. The money is an extension to a $31 billion six-year capital construction program that some transportation groups say will run out of money this year. Quinn says the plan will create 14,300 jobs.

The projects will be paid for by selling bonds and paying back the loan with revenue from retired bonds.
